The Hebrew word ʿēṣâ (עֵצָה, ay-TSAH), Strong's H6098, means counsel or strategy — a considered plan of action. Scripture reveals a striking pattern: God often gives His people strategy before He gives them provision, victory, or breakthrough. Noah received the dimensions of the ark before the rain. Joseph received the seven-year plan before the famine. Joshua received the seven-day march before the walls fell. God is not stingy with strategy; He is protective of it. He gives ʿēṣâ to those who will inquire, listen, and obey.

BIBLICAL EXAMPLE

Three witnesses. First, Joshua at Jericho: an impregnable fortress falls not by battering rams but by silent obedience, priestly worship, and a shout. Second, Joseph in Egypt: seven years of surplus stockpiled in advance turn a coming famine into a global rescue operation and reposition an entire family for destiny. Third, Noah building the ark: 120 years of construction on dry land, mocked by every neighbor, becomes the vessel of humanity's survival. In every case, the strategy preceded the crisis. In every case, obedience unlocked supernatural outcomes. God is not withholding your breakthrough; He is often waiting for you to sit still long enough to receive His ʿēṣâ.

EXPOSITION

Much of the frustration in the modern believer's life is not a lack of gifting or effort — it is a lack of strategy. We work hard executing plans God never authorized. We pray for provision when God is offering ʿēṣâ. Wisdom is not simply doing the right thing; wisdom is doing the right thing in the right way at the right time by the right means. That level of precision cannot be self-generated; it must be received. The wise believer builds a rhythm of inquiry. Before launching, hiring, spending, moving, or announcing, they slow down and ask, "Lord, what is Your strategy for this?" And they wait until they hear. Divine strategy has three fingerprints: it usually looks foolish to the natural mind (march around a city seven times?), it requires exact obedience (not six days, not eight), and it produces results that cannot be explained by human effort. When you obey a strategy no one else would have written, you get a result no one else can take credit for. That is Kingdom advancement.

REFLECTION

Where am I currently working hard on a plan I have never actually presented to God for His strategy? What if the reason for the delay is not opposition but that I have not yet inquired?

PRAYER

Father, You are the God of counsel. Forgive me for launching without listening and for pursuing without inquiring. I ask for divine ʿēṣâ — strategy from Your heart — for the assignments You have given me. Speak the specific plan. I will do it Your way, in Your timing, by Your means, even when it looks foolish to the natural eye. Let the results of my life bear Your fingerprint. In Jesus' name, amen.

PROPHETIC APPLICATION

Take one project, decision, or assignment that has been stuck. Set aside 30 uninterrupted minutes this week to inquire specifically: "Lord, what is Your strategy for this?" Write down what you hear. Then obey the first step exactly.

1. Where in your life have you seen God give strategy before provision? 2. What area right now needs ʿēṣâ more than it needs more effort? 3. What has God already said that you have not yet obeyed with precision? 4. What would change if you refused to launch anything significant without first receiving divine strategy?
